  Humanitarian Working Group

  This Group consists of senior program/technical personnel from UN Agencies in Zambia. UNICEF heads it with the Secretariat being the Resident Coordinator’s Office.


Key member include WFP, FAO, UNICEF, WHO,RCO,UNFPA and UNDP.
The Group was formed at the height of the 2002-4 humanitarian crisis in Zambia and the sub-region.
It provides a platform for UN agencies to exchange information, experiences and challenges related to humanitarian issues.
Although it used to meet weekly during the crisis, the group currently meets on an ad-hoc basis.
The group transforms into an “Expanded Humanitarian Working Group” when collaborating with partners from government and NGOs are also invited.The partners usually include the Disaster Management and Mitigation Unit of Government (DMMU), CARE, CRS,WV, Programme Against Malnutrition (PAM),Africare, Evangelical Fellowship of Zambia, Adventist Relief Agency (ADRA) and FEWSNET.

Sectoral working groups
The main processes of technical co-ordination occur through a series of technical working groups which are headed either by a UN agency or a government institution. These groups encompass all of the key participants (UN, NGOs and government) in humanitarian delivery and recovery strategies. The main working groups are described in the following table below. The essential groups are in food aid, nutrition, HIV, health, agriculture, education, refugees and child protection. Some have their own sub-groups. A major aspect of the working groups is the monitoring of changes and trends in the country as well as program developments and their impact.

  Vulnerability Assessment Committee (VAC)
  The Zambia Vulnerability Assessment is headed by the DMMU and consists of the UN(RCO, WFP, UNICEF, FAO),Government (CSO, Meteorology Department, Early Warning Unit of the Ministry of Agriculture, Water Department of the Ministry of local Government and housing, Ministry of Health), NGOs (CRS, CARE, Oxfam, Concern Worldwide, FEWSNET, WV, PAM )
