Emergency and Recovery

 
Working Group:
Consisting of technical people from each agency and is chaired by OCHA. The group meets every week to review developments relating to the Swazi situation at agency, national, regional and globa level.
Emergency and Recovery
Strategic Group:
This is a group with membership from UN agencies, donors, NGOs and government. The group is lead by The National Disaster Task Force of the Swazi government. Sector-Based Co-ordinations Group: The Unit plays a key role in forming and reviving sectoral coordination groups

  Current Coordination Structures

Those co-ordination structures established within the UN Humanitarian Co-ordinator’s office which provide a range of for a for the UN Country Team, government, donors and NGOs to meet on matters of humanitarian work, all dimensions of the crisis and humanitarian constraints and access. The HU also provides an information management function.
A series of working groups headed by UN technical agencies and the HU which bring together the UN, government, NGOs and sometimes donors, to discuss improved collaboration in sectoral work.
Sectoral-based groups of NGOs as well as heads of NGOs involved in humanitarian work meet regularly to share information and work on common strategies and advocacy with both the government and the wider humanitarian community.
 


The role of the UN Humanitarian Coordinator’s Office in coordination
Because of the unusual role which the UN Humanitarian Co-ordinator plays as the main intermediary between the donors, NGOs and the government, the most significant co-ordination structure is:
The quarterly meeting between UNCT, Government and the donors. This meeting has as its purpose improving the quality of a shared understanding between the government and the humanitarian agencies and donors on the emergency and needs
The monthly UNCT meeting on humanitarian issues. This meeting looks at a wide range of issues to do with the humanitarian programme.
   

Sectoral working groups
The main areas of technical co-ordination occur through a series of technical working groups which are headed either by a UN agency or a Government institution.. These groups encompass all of the key participants (UN, NGOs and government) in humanitarian delivery and recovery strategies. The main working groups are described in the following table. The essential groups are in food aid, nutrition, HIV, health, agriculture, education, refugees and child protection. Some have their own sub-groups.. A major aspect of the working groups is to do with the monitoring of changes and trends in the country as well as program developments and their impact.
